One of the main goals stipulated in the "China Children's Development Outline for the 1990s" is to reduce the child mortality rate by 1/3 in 2000 compared with 1990. Experience tells us that more than half of child mortality is caused by infants, and more than half or even 2/3 of infant mortality is caused by newborns. It can be seen that reducing neonatal mortality is very important to reducing child mortality. On the other hand, due to the development of perinatal neonatology, some extremely low-birth-weight infants and extremely critically ill newborns have been rescued and survived, but some of them have left neurological or other sequelae and become disabled infants.
